Dual- and triple-ring elements use a switch to add the outer rings. If an outer ring never heats, the ring selector switch or that section of the element has usually failed. Both can be tested and replaced separately.
Remove the stacked caps, clean the ports and dry the burner fully. Then reassemble the rings in the right order so they sit flat. A misaligned cap is the most common reason one ring won't light or burns unevenly.
Some are, such as certain igniters and burner parts, but controls, knobs, grates and glass tops are usually specific to the line and model. Don't assume a part from a similar-looking GE cooktop will fit yours; the model number decides it.
