In a greasy kitchen, yes. The brush clears dust, but grease can glue lint to the coil and to the brush itself. Check both during routine maintenance, and have the brush motor looked at if the brush no longer moves.
It changes sealed-system work. R-290 is flammable, so leak repair and recharging follow specific procedures and use suitable tools. Fans, gaskets, controls and most electrical repairs are done the same way as on any reach-in.
A running fan rules out only one part. Frost on the evaporator, a clogged condenser or a refrigerant problem can all leave the cabinet warm with the fan still turning. Check for frost behind the evaporator cover and clean the condenser first.
Because "not cooling" can be a dusty condenser, a failed fan, a defrost fault or a refrigerant leak, and those are very different jobs. Testing on site shows which one it is, and the quote follows from that.
