Since all electrodes spark together, a single burner not lighting usually means a problem at that burner: a cap not seated, clogged ports or a wet or cracked electrode. Clean and dry the burner and reseat the cap before assuming a part has failed.
An element that won't turn down usually has a failed infinite switch. Turn the element off at the control and, if it keeps heating, switch off the breaker. Don't keep using it until the switch is replaced.
Most gas models can be converted with the manufacturer's LP kit, which changes the burner injectors and needs the oven regulator and low-flame settings adjusted. After a conversion, every burner should be checked for a clean blue flame. Have it done by someone qualified to work on gas.
