That usually means the bake element has failed and the broil element is doing all the heating. Look for a visible break or blister on the lower element. A failed bake circuit on the control can cause the same symptom, which a test can separate.
A soft click as the infinite switch cycles the burner is normal. A loud crackle, arcing or a burning smell at the receptacle isn't; turn the burner off and have the receptacle and wiring checked.
The leveling legs may need adjusting, or the anti-tip bracket isn't engaged at the back. Floors on slab foundations over expansive clay can shift slightly over the years. Level the stove and confirm the back leg sits in the bracket.
Common parts like igniters, elements and switches are often available for a first-visit repair. Glass tops and control boards may need to be ordered.
