Smeg built-in wall ovens come in several design lines, with electric multifunction cavities and, on some models, combination steam or speed functions. Many use a rear fan element for true convection, so a fan that turns but blows cool air points at that ring element rather than the bake element. A common cause is the circular element fitted behind the convection fan. It can burn open while the fan motor keeps running. If regular bake still heats, that points strongly at the fan element.
Built-in Smeg ovens have a cooling fan that pushes air out under the control panel to protect the electronics and the surrounding cabinet. It's normal for it to keep running until the cavity cools. If it never stops, or doesn't run at all, the fan or its thermostat should be checked.
