A common cause is the line fuse blowing when a door interlock switch fails or goes out of sequence. Replacing only the fuse often isn't enough, because the switch that caused it needs testing too. Don't open the cabinet yourself; the high-voltage capacitor can hold a charge after unplugging.
Many over-the-range models switch the vent fan on automatically when they sense heat rising from the cooktop, to protect the electronics. It should shut off once things cool. If it runs with the cooktop cold, a thermal sensor or the control may be at fault.
It can be set up either way. Recirculating installations blow air back into the kitchen through a charcoal filter that needs replacing periodically; outside-vented units push air through a damper into a duct. A stuck damper or a clogged grease filter makes either setup pull weakly.
